Since you mentioned boosting a character to 58 I assume you mean Burning Crusade Classic? If so, you can purchase the Burning Crusade Classic Deluxe Edition or the Dark Portal Pass.
You may only have one boost per WoW license though, so if you already had a boost, you cannot buy another one.

I don’t know, as that limit applies to everyone, I’d argue it is extremely fair.
The point of the level boost for Classic was to allow players the ability to catch up with others and jump into Burning Crusade when it was released.
I don’t have any information at the moment, but it is possible that another boost will be tied to the release of Wraith of the Lich King Classic. More information will likely be released closer to launch so keep an eye on the main site.
