I’ll add quickly that logging into each of your alts, and putting each of his alts (I’m sure you have a list) on ignore is paramount. If he tries to circumvent that, it’s only gonna put the nails in the coffin faster for him.
Ignores are supposed to be account-wide, yes. I’d take the extra minute to enter all the names I know. Just 'cause.
Ongoing harassment is one of our more challenging issues as we must be able to build a case of repeated unwanted contact. We recommend that you put the person on ignore in order to dissuade direct contact and if they circumvent that mechanic, we can, under our policies, penalize for that.
Talking about someone else in a channel is not as clear cut and can be tricky, as this is a social game and it entirely different from direct unwanted contact. If they are using inappropriate language/subject matter, right click report would be recommended, but if they are disparaging you, that is another matter.
I would continue to avoid direct contact with the person, but report the chat harassment as Ongoing harassment.
I’m afraid that is likely impossible without an entire rework of the social system, which probably won’t happen. I also don’t know of any possible means of preventing anyone from being able to talk about or otherwise refer to another person. Not without moderators approving what everyone says before they say it, and that would be impractical.

Excuse me, but how am I supposed to report their public chat commentary if I’m supposed to have them on ignore? If I have them on ignore, i can’t see it.
I would agree with Thundertotem, that is the exact time that you report the contact as ongoing harassment.

What are you talking about? If I use the ignore function, he is still going to use public channels to speak to me / about me, I just can’t see it and therefore it goes by without me being able to report it.
I have had his main character on ignore since october, so the way he harasses me is by using global chat channels like /1, trade and LFG. I cannot stop him from doing this by having him on ignore.
Faction change will erase your characters from his friends list give it a few days on opposite faction then switch back. If they find out who you are again it is either another of your friends or your behaviour giving it away.
No, you cannot. But then, since you won’t be seeing what he says (or if he says anything), then you don’t need to really concern yourself with it.
What you are after, it seems, is to get this guy for slander. That’s a tall order in WoW. Keep up with reports of any disparaging statements you see, and if he circumvents your efforts, ticket it for ongoing harassment.

Sounds like you’re far, far too hung up on this. Not sure what you expect to be done if you’re not willing to use the ignore feature and not willing to walk away from it / going about your thing / etc.
Honestly, not trying to put anyone down, but it does sound like wanting cake and eating it too.
This is part of it, but there is the fact that he follow me around. He is trying to make me feel uncomfortable and unsafe in the game. He is trying to send the message that he is watching me and watching what I say. It’s not just slander, it’s stalking.
Look, Chitinud, if he isn’t contacting you directly then you can likely take him off ignore. Since the chat you are concerned with is the disparaging comments made in a public channel and not directly to you. Since that is what you’d be reporting, ignore isn’t as big of a factor.
If they start to contact you directly, then you’d want to place them on ignore again.
That’s not a solution. It would mean faction-changing every character on the realm, and any connected realms, not once, but twice. That’s potentially 100 faction changes. Would you be willing to pay to do it? Would you be able to afford to do it?

Why should I give up my guild and my friends because one dude is obsessed with me? I have tried to be helpful and build community since classic launched and he’s a sad incel who follows me around trying to undo everything.
