Do u’s think i would be better off keep on going at max lvl pvp, or just make a 19 xp off and play for free, or will classic have better bgs, for what im looking for…

the 19 bracket sucks right now, i would not recommend that. there are much better free games out there tbh. i could name some if you want
109 is a good twink bracket with 5-7 min queues for both sides. gear is easy to get too. 110 has a huge gear disparity
Queue up BGs at max level and earn CP. You start off with a 345 weapon and the rest 355 gear. Once you cycle through, you get 370 weapon and gear to follow. Each week you cap CP and hand in the quest, you are able to open a chest on Tuesday for a piece of RNG gear.
The game is balanced around 120. So most likely the best experience for whatever class (so long as you are competent) is that bracket.
As far as gear, don’t worry about it. Just by playing you will get 330ish and like jug said capping your conq will reward you with highly competitive pieces.
On alliance the q times are next to instant also.
If queue times are your biggest concern I would say max level is the best bet. On the underrepresented faction of course.
