ah the vault is always fun.
I filled mine with M+ and d+ to get 610-616 gear on my prot warrior.
and the vault had good news and bad news.
the good news was that I got a +13 ilevel boost on a trinket.
but is is just a stat stick for STR with a healing and damage proc that adds 1-1.5% of each across a run.

Although I do think your relationship with this game sounds unhealthy, I’m sorry people are so quick to trash on you for voicing your frustration.
It’s a chore squeezing in time to queue for dungeons on your favorite spec (non-meta) hoping to be invited.
So you follow what you usually hear: “push your own key, duh!” And sit there getting no biters because either your key is too low or people think your IO doesnt match your current key level therefore youre “looking for a carry.”
You do the key and don’t time it due to forces out of your control and get penalized for it by receiving less crests.
You go to open your chest run after run and either get nothing or see your BiS go to someone who has been dropping the ball all run with low damage and avoidable deaths.
No biggie, vaults got my back, right? All capes!
Do you even realize that the vault is specifically for players like you? Those thatvhave real jobs and can’t play 24/7? Those that just want an extra drop each week? Just get the currency if drop is not an upgrade and problem solved.
This probkem is entirely mental and yeah. This game is not for you.

This is a case of you not understanding that ilvl trumps secondary stats in many cases especially when looking at the ilvl gap from max Hero track to Myth with the exception of trinkets.
While you are filling vault you are also collecting Gilded crests. If you used them properly then you should have multiple 636 crafted pieces. If you used them on Hero track gear then you used them wrong and very inefficiently.
It’s clear that you are frustrated and while understandable, it is coming from a terrible mindset of thinking that the vault owes you an upgrade.
You need a break, you should not of done that once. You are tying too much to this game, seek help
I got the same Mythic item this week as I did last week. Then with the TW quest, I got the same item as last week. What is wrong with your RNG?..
It’s just like that sometimes, anyone with alts can attest to the weird rng but I just send the unusable stuff to my alts 
make some alts, you will get less frustrated on that aspect and pleasantly surprised as it allowed my to get an Alt where I wanted it to be in terms of item level, up very quickly.
Nah they don’t delete licenses like that, however op can easily charge back the payment and then blizzard will gladly delete the account lol
