The issue is some players will use it as a stepping stone like me.
It’s a delicate balance if delves reward meaningful gear to the elites and is easier content then they will use that to gear effectively eliminating the other content. If they don’t make it meaningful to the elite it effectively removes the elite from running said content.
I don’t know how to fix it. I don’t know if there is a way to fix it.
I wonder if they need to be like ESO, and not only have separate gear for PVP, but also separate gear for delves, mythic+, and raids.
Because you are right that they keep running into the issue where people will do whatever content they find the easiest to upgrade their gear.

Is next to impossible to achieve.
Because the biggest hurdle to overcome for raiding and mythic+ is the group dynamic, especially in pugs. I mean, say what you will about the difficulty of a +10 or higher key, or late raid bosses … it’s getting the people on your team to all do the right thing, at the right time that makes end-game group content so challenging … which doesn’t exist in Delves since you can do them solo.
That said, if they did some how manage to strike the right balance with challenge, then I do believe it would be the death of at least the mythic+ pugging scene. Why? Because so many people only tolerate pugging mythic+ for the loot, but they would happily remove themselves from that environment if solo content was just as rewarding.
Maybe honestly I think is would just be better to not care.
The truth of it is if you enjoy the solo content of delves you don’t really venture outside of that.
If you enjoy mythics you might not branch outside of that
If you enjoy raids you might not do the other two things.
Personally I wouldn’t care if delves had access to mythic track, mythics have access to mythic track, or raids.
The simplest thing is just to not care about who gets gear by what means.
If the idea is mythic gear = skill / difficulty then delves will turn into a mythic plus key in its current state.
If you do all of the content it shouldn’t matter where you get gear from.
If you need to gate people it would look something like this.
12 delves can drop mythic gear with a bounty map, but can only be upgrade with delve crests to which you can only get 15 a week. The crests can come from any 12 delve but the mythic gear can only come from bountiful runs limit bountiful delves to 4 a week.
This way it encourages the player do delves through out the week but hinders how much gear you can get and how much you can upgrade said gear a week. Let’s face it it’s easier content thus should not be as rewarding.
9 keys should reward mythic gear in vault. But can be upgrade with delve crests or gilded crest.
This would encourage the player to do both for the maximum number of chances to upgrade gear while also introducing skilled players to help clear said delves.
Mythic raid gear should be upgraded through both gilded crests and delve crest.
This way there is a reason “elite” players still do content that would otherwise be beneath them. It also opens the door as an elite player to get 2 mythic slot items a week.
This is the most logical solution. Me personally I wouldn’t be affected by it but ppl who indulge themselves in more than one pillar I imagine would not like carrying gear for different modes
There was a time when you had to carry different tier bonuses for spec until that was changed.
If Delves gives Heroic Raid quality gear, everyone’s doing Heroic Raid would do Delves and get its Heroic Raid Quality gear… and would be used to faceroll Heroic Raid… Heroic Raid would become a joke. Delves would kill Heroic Raiding. And it could kill Mythic + or Mythic Raiding too if they would give Delves powerful loots.
That’s why Delves (Solo content), the easier content gives the lowest gear.
That’s why M+ has stopped providing easy Mythic Raid quality gear. Before, people can have full slots of Mythic Raid quality gear without stepping into a Single Raid just by doing M+. And that is wrong. That’s why it’s corrected.
If it could so easily be toppled, perhaps it deserves to die.
I honestly feel like the Delve method is the future. Being able to scale up for quantity of players. Great to be able to experience the game with the quantity of friends you prefer and opens the whole game up to everyone.
