Not for many years - it was constantly abused by customers calling for all and any reasons often unrelated to the game.
While the forum is no substitute for tickets, and this forum is a player help player one, a forum SFA (moderator) might be able to provide some guidance when they’re on duty.
Makes me wonder what the main issue is, but for the locked account issue have you tried a password change? Is the main issue the chargeback or a account security problem?
Thing is, Blizzard could take the stance of not assisting you at all. But they do what they can. Repaying charge backs has always been tricky, as the system isn’t really set up for that.
Generally, they will require a different payment source other that the compromised credit card / or card that the charge back was issued on.

It would be kind of stupid for blizzard to allow a card involved in a dispute to attempt to pay off the dispute.
Load up your Blizzard balance account using either a different charge/debit card or Balance cards and change your ticket instructing Blkzzard to use the Balance account to resolve the charges. That way they are assured the funds are available.
These balance attempts do look to be failing, although the last one is still marked as queued.
If you have access to a store that sells the physical balance cards, that may be quicker - but given the limits on balance, this is not likely to be a quick process.
On Monday, I’d check to see if Live Chat is open. For the last several months that has been shut down, but we have started reopening it on a limited basis.

If Live Chat is open, you should see a Live Option next to the one for tickets, although for some time days and hours are going to be restricted.
The first 2 did not go through for some reason, last one just cleared.
