The WQ World Bosses in Dragonflight content don’t seem to be fine. There’s literally almost never anyone doing them.
There might be problems with DF World Bosses being less fun and more tedious than in previous expansions, or the bosses aren’t rewarding enough, but whatever the reason is, people just don’t want to do the World Boss WQs.
I think a very big reason why World Boss WQs died is likely because people used to do them for the Artifact Power and Anima grinds and now that World Bosses mostly just reward gold and reputation, there’s no incentive for anyone to do them anymore.
World Bosses as a concept is fine, but the content either has to be enticing and rewarding in order to encourage players to group up and do them or otherwise there needs to be a scaling system of some kind like what they’ve been experimenting with in 10.2.
