How do I claim these perks?
You only get one boost per license per expansion. Since you used the word “upgrade”, I take that to mean that you already owned TWW and received the boost that came with the initial purchase.
The upgrades to different “editions” don’t come with more boosts.

I called buying the expansion an upgrade. I have not used the boost that was supposed to come with the heroic edition expansion.
What is the transaction status at https://account.battle.net/transactions?
If it says Complete and you have not upgraded from the Base Edition to Heroic Edition (it would have been a lower price), I’d probably put in a ticket to have a Game Master look into it.
If it doesn’t say Complete, you’ll likely need to wait until the transaction completes before receiving the boost (if it wasn’t an edition upgrade).

So this is the initial purchase of The War Within?
You should definitely have a boost coming, but it can take up to 24 hours after the purchase completes to show up in the character select screen.

Although it doesn’t mention the delay between purchase and availability. That’s just a historical observation.
