i played the free trial and completed the first chapter of the main story campaign of Dragonflight, but now that i bought the expansion, the npc (alextranza) doesnt give me the next quest to continue the chain.
The quest is “next steppes”, is the first quest of the second chapter of the main story campaign.
What’s the name-realm of the character in question?
Have you checked your transaction history to verify the purchase went through and isn’t queued or failed?
If I remember correctly from doing it on my EU account, I think there’s a quest at the Dragonscale Basecamp that you need to do to “complete” The Waking Shore campaign.
Where are you attempting to speak with her? The various versions of Alexstrasza around the Dragon Isle are usually specific to that area, so if it isn’t the version that gives that quest, she won’t have anything for you.
First, be sure to turn on Trivial Quest tracking in your minimap. “Next Steppes” is considered a low level quest so no exclamation point will be displayed nor will it appear on your map unless that is turned on.
Second, go to the Ruby Life Pools, Alexstrasza is in the north areas of Ruby Life Shrine.
You should be able to carry on from there. 
There can be multiple breadcrumbs to the next area. In this case, “Next Steppes” would take you to Ohn’ahran Plains. Go to the Rubyscale Outpost (48.2, 88.6), and see if you have a turn in there.
I’ve tried that. There’s no quests for me there. It should be Alexstrasza that gives me the next quest. Im standing in front of her in Ruby Lifeshrine and she has a chat bubble over her head, but when I talk to here, there’s no options to speak further.
Where does it say my needed renown level? Im at renown 3 with Dragonscale, renown 4 with Valdrakken, not even sure what renown I would even need or where it says I need a certain amount of renown to continue. Pretty frustrated because my friend who was lower level than me at the time is way further in the campaign than I am because he did not have to do this. I’ve been desperately trying to catch up, but this is making me pull my hair out.

Have you completed the Campaign previously?
no this is my first time playing Dragonflight
It looks like you’ve started with some quests in the Forbidden Reach? That could be why things are a bit weird.
Check at the top of The Seat of the Aspects. See if Alexstrasza has a quest for you up there.
Edit: You may need to complete the Forbidden Reach intro quest chain before you can continue with the main campaign.

She’s not at the seat of aspects for me, guess ill go do some forbidden reaches quests and see if that does anything
There are quests outside of the main campaign chain that do require a certain level of renown to continue, but those are not main campaign quests from when the expansion launched.
That should do it!

As I thought, it was a phasing issue and I needed GM intervention in order to see the right Alexstrasza.
