Like the title says, on EVERY character i have the dungeon journal works. However on my evoker it just will not work. I tried a full ui reset (blizz ui reset), i tried disabling all my addons. I even tried re-key binding the dungeon journal. None of it seems to be working.

I cannot open my dungeon journal, but only on my evoker?
