You are in the wrong generation to think outside the box of what you think is a ‘phone’. No judgement meant here, hopefully like you have no judgement to others who see phones different than you.
You don’t need service on your cell phone.
Go to Cricket or Walmart, buy a $20 junk cell phone, connect it to your internet and download a free app.
Is it really that complicated?

I hate people who think this is just fine to add a useless authenticator. Oh it’s just FINE for big tech to want to know more and more about us and invade our privacy. Because really? it’s not.

Thank you. I am so stunned that forcing you to ‘buy’ a product is ok, or handing over even more of yourself is ok. Yes, corpse make their ‘rules’… eventually there is a line you can’t cross. Do they care, will it make a dent in their ‘profit’… who knows.
We have to wean ourselves from this evil electronic addiction or pay through the nose, that’s our option.

I also live in mountainous area and i don’t have a cell phone but i use my tablet android it does the job very well

iPad mini with wifi connection for authenticator? No monthly charge. Get a used on for cheap.
The issue is that while those USED to be fine, it won’t work now. To set up the Authenticator App you also have to set up the SMS Text messaging. That requires a valid contract cell number registered in your country that matches the address on the Bnet account.
Pre-paid, Cricket, VOIP, etc are not usually phone numbers the system will accept.
If you already have your Digital Auth set up that way, it will be fine, but you would still need to add the SMS messaging to unlock the 4 backpack slots or Custom group finder text.
Get an Android emulator for your computer and download the app on your computer.
Get an old cell phone and run the app via your wifi.
That would be more like an acquaintance.

Not to sound crass, but the issue is actually some individuals want to hold a billion dollar company accountable for their unwillingness to protect their own account.
If they can’t afford a phone–do Doordash for one night or work 10 hours/month at a local gas station, or sell stuff on EBay or Etsy or stop smoking/drinking for a month, or do chores, or don’t go to the theatres, or eat junk food…man. I could go on forever with ways to get $20-40 for one month so you can get a phone with service to verify your account.
These individuals are absolutely going bonkers for no reason at all, ya know? They’re all like “Blizzard is stealing my information,” when we have satellites up in space that can zoom into what we’re eating for breakfast.
Like…it’s silly. The only thing limiting their ability to overcome this perceived issue, is sadly, their own attitude.
