Last I read about it, I recall that the base passive regen rate of Focus should be 6 Focus per sec, which should be further increased by your Haste.
That said, even with 21.5% Haste, my passive Focus regen rate is ~4.4 Focus per sec.
What am I missing?
Where did you read that the base regen is supposed to be 6 per second? The correct figure is 4 per second, so if you’re seeing 4.4 per second then that’s probably correct.
If you’re fairly well geared and raid buffed you should be seeing figures around 4.5 or so. The best way to find reliable information for your class, when something isn’t adding up is to use something like the way back machine and look up old guides for that particular era, also, sites like wowvendor put out reliable and vetted information.

I don’t look up guides a whole lot, but I do recall freshening up on cata hunter in preparation for the launch, so may very well have been wowhead.
