i’ve done tons of normal and heroic dungeons, brought two characters to 160 and my mage to 170 (full dungeon gears), brought my hunter to 190 via bgs, but catchup renown never dropped for me, not even once
That’s your first problem.
That’s your second problem.

my mage, dk and rogue is like 15 to 20 renown atm, they’re way behind
and i got my hunter from 30 to 40 by doing callings because it won’t drop from bgs
What is your current renown?
You need to make sure you are completing your cov story quests as you unlock them. Renown will stop dropping if you don’t. They will drop 100% from last boss of heroic dungeons until you are about 15-20 renown.

I know this wont be for everyone. but I capped an alt a few days ago. I did 4 or 5 M0 dungeons and completed 9/10 normal nathria and am at renown 12.
I could be higher if I had done the callings and weeklys.
Technically it took me 1 day to get the 12.
You simply need to complete the two weekly quests your Covenant is offering you on “Vault Day”.
There seems to be a lot of RNG with how catchup works. I got one from normal Spires yesterday (doing the Kyrian covenant quest) so it’s not just heroic/mythics that drop them.
I suspect there is a weekly hard cap on the catchup as well.
It’s still RNG – my DK alt got renown x7 both times I ran LFR on him. My warlock didn’t get any. A friend of mine ran heroic dungeons this past weekend and went from 18 to 30 renown.
I am not sure what the worgen’s problem is. But I think you can safely ignore him.
I recently switched covenant (prior to that I was renown 38 with my previous covenant). What I found was that the catch up only works to a certain point. I was getting one renown per dungeon (heroic or M+) until 19 renown or so. After that it became RNG, and drop rate is fairly low, and doesn’t seem to tie to difficulty of content. I’ve done multiple M+ without seeing renown. Unfortunately I did miss out on guild’s heroic re-clear, so I can’t comment on how many renows that would’ve been, but I can say I didn’t get renown from one heroic Sire kill.
The only thing I can say is keep doign what you do. Don’t think of it as catch-up, because it really isn’t (what sort of catch up is RNG based? Like come on), and you’ll get there. Eventually.

i was thinking that i should do those quests after i upgrade my gears via world quests lol, questing on a low ilvl (assassination) rogue and mage is torture
lol Agreed! Maybe look at crafted gear, but def start doing those quests because I think that may be your problem.

My warrior just leveled to 60 2 weeks ago and with the catchup was able to hit 40 this weekend. Doing your covenant callings, world boss, low end mythics, lfr will all give you catch up renown.
The only thing that affects your renown catchup is being too far behind on covenant campaign. Finishing weeklies does not stop renown if you’re under cap, and all content, from dungeons, to raids, to BGs, to daily callings can drop renown. It is RNG, and sometimes you won’t get any for a while, and other times you’ll get 5 in one day.
i don’t think anyone would let a 160 into their group hahaha

Honestly, it’s better to spam heroics and do weekly LFR’s rather than do high end M+ to get renown, since M+ isn’t guaranteed to give you renown.
You don’t -need- to advance the covenant story until you hit 30 renown, as there are 8 renown giving story chapters, and the weekly souls/anima quests give 2 guaranteed renown too. (But you probably should do each storyline quest as they come up, since the covenant storyline gives gear pieces at increasing ilevels as you go on.)
You have to advance the covenant’s story. And do the covenant callings.
yeah i did normal until all three of my characters are 158 ilvl, full normal dungeon gears before doing heroic, because you need to be 155 to queue for heroic

now i’ll get them full heroic gears so i can queue for lfr at 170 ilvl
