So is Chromie broken? I boosted and cannot get to New Dalaran or Draenor due to Chromie telling me about the giant sky hole.
Chromie Time is for leveling from 10-50. If you’re 50, there’s no Chromie Time. If you’re just trying to unlock old expansion content, you don’t need to speak to Chromie, you can access those quests the old fashioned way. They won’t be a viable method to level up, though.
The only real way to progress from 50-60 is via the Shadowlands campaign.

The boards are all very old content and the portals are not active. I just can’t get there.
For the Legion questline, you’re looking for a quest called “The Legion Returns.” It’s available on the Warchief’s Command Board, but like you noticed, that’s a crowded board. Accept a bunch of them, and eventually it will offer the one you’re looking for and you can abandon the rest.
Alternatively, you might be able to check with Holgar Stormaxe just outside the gates of Orgrimmar. But I’m not sure if he’s there if you don’t have The Legion Returns.

Holgar had nothing to say to me when I tried to talk to him. I was able to take the portal to Azsuna and fly to Dalaran, where I was met by relevant npc’s. Since I was already 46, Khadgar had a lot of quests for me.
They don’t seem to give you a dalaran hearthstone anymore. The innkeeper gives them out.

Alright for boosted go to Azsuna and for the garrison accept missions on the board until it pops, delete the rest. (Bliz… how about a selection list at this point?!)
