At the moment, Battle for Azeroth is listed at $49.99 USD. If you don’t have an account at all, you’d still need game time in order to play by that expansion would give you access to content through Battle for Azeroth and a level 110 character boost.
The Complete Collection, which includes Battle for Azeroth and the Heroic Edition of Shadowlands includes 30 days of game time, a level 110 and 120 boost, plus some cosmetics like the Everwyrm flying mount.
That should be at a 27% discount for $89.99 USD.
As Ravenhawk mentioned, Battle for Azeroth will eventually be rolled into the base game (though we do not have a specific date for that available yet), so depending on the finances, they may want to wait. If they do, they’ll only need to add game time to a Starter Edition account to have access to all content up through Battle for Azeroth.
Note: the 110 level boost is only included with the purchase of the BFA expansion and it will not be included once the expansion is rolled into the base game.

Ok. I have someone that expressed an interest in playing and I’m trying to get her in without scaring her off with the expansion prices.
So they’ll be able to play up to level 110 with just the sub fee?
They’ll be able to play up to level 50, once the roll-in happens. The level squish is happening shortly.

Yes. The base game currently includes all expansions up through Legion. So they’ll be able to level to the Legion cap of 110. If they are new, that might be a good way to get them started where the investment is only the subscription price. 
Keep in mind, the pre-patch will include the new leveling experience, so once that launches (and no I don’t have a date for that), it should make the leveling experience a bit easier overall.
If she likes the game though, then she can either upgrade to Battle for Azeroth or decide to wait until it is rolled in, or purchase both BFA and Shadowlands.
