I understand what you are saying, however you are muddying the waters by equating 2v2 with people that like to duel outside of orgrimmar which conjures an image that it’s a fringe few players that play that content.
Total players above 1800 according to check pvp
3v3 - 2950 A 1406 H = 4,356
2v2 - 3725 A 2060 H = 5,786
solo - 13338 A 9442 H = 22,780
If we make a near impossible assumption that these are all seperate players, IE if someone does 2v2, then that’s all they do and thus can’t be counted in 3v3 or solo, then 17.5% of the pvp player base does 2v2. Of course, this would be an inaccurate picture because if someone is queuing up for 2s or 3s, then they probably also queue up for solo shuffle when their friends aren’t on. In other words, a lot of players experience rogues in the 2v2 setting hence why so many see them as OP.
EDIT: Also just wanted to say that you specifically pointed out rogue mage for 2v2. However, there are 619 rogues above 1800 (333 as sub) and a total of 129 mages above 1800. I wanted to point this out because it shows your assumptions of 2v2 are vastly outdated.

But if you’re gonna use rep use PvP leaderboard top 5000 and use both NA and EU numbers

I disagree with the top 5000 and I would actually prefer to go down to 1400 since there are many that can’t even hit 1600 rating. Reason I disagree with top 5k is because that only talks about the top and disregards low to average (majority) of players experience.
Except if you bothered to even look, you’d notice that it is top 5000 per spec and not top 5000 overall you muppet
Top 5000, even if every spec had 5000+ players, would still be the most accurate data set to view if you were looking strictly at rep

no that was not my intention. my intention was to highlight that doing well in one area or one specific set of circumstances does not mean nerfs are required in other areas. I also equated it to M+, which is anything but fringe, but you left that part out.

yes, in a traditional sense, as that is a historical comp that did well. may not be as great nowadays, sure, but it is, historically, one of the comps that did great in 2s
at the end of the day, some specs will be better in various forms of pvp. some will be better in solos, some in 2s, in 3s, or in shuffle. I don’t think it is even possible to balance them so that they have perfectly equal representation or potential across all game types.
but based on your 17.5% number, it would sure be strange if you nerfed a class for 17.5% of players could find it middle of the pack and not OP, while affecting the other 82.5% which are already low/middling. Essentially you would take those 82.5% which currently have no reason to believe their spec is OP, and smack them down even further.
