If i get 1500 on blood dk in RSS do i get the title because of how few blood dks there are(cause that seems cheesy) or is it a specific rating.
Not 100% sure but I saw Savix saying that you can roll tanks and you have to be top % of that spec to get the title 
Someone explained earlier that there’s only so many spots depending on people playing it. Think I saw 2 people were 1900 earlier, so 1 of those 2 guys might not even get it, not sure. Not to mention some bored AWC type dude rolling and grabbing low specs towards the end of the season.
So I’d say unless you can pusk 2k+ as Blood there’s next to no chance of it.

Legend isn’t r1 solo shuffle. It’s the title you get for getting 100 wins over 2400. So no, you need to be over 2400 to get it. Doesn’t matter what % rank youare.

I assumed he meant R1 since Legend works relatively the same way Glad works.

atm there’s not even 1 spot (0.1% is 1 per 1000 players above 1000cr)
i assume if there’s less than 1000 they’d just give 1 spot anyways

Is there a website to check how many players played RSS in your spec?
Because the official WoW Leaderboard for RSS only counts to 1000.
pick your spec then go to the last page

is it confirmed 0.1 per spec? or 0.1 overall? the title achievement reads like it would for normal R1, which is just 0.1 overall.
