Does the an unpaid account get exp banking or no? I’ve googled it a bit, the only thing that comes up is it only a thing for accounts that never had time added to it.

I don’t believe that there is any banked XP currently. They do that sometimes when they offer free trials like the recent DragonFlight trial where they stated:
Any experience you earn during the trial period will be banked and applied to your character when purchase Dragonflight.
But I do not see anything current that states a level 20 unpaid account would still accumulate XP. That said, I do feel like that used to be a thing. I just don’t see anything confirming it’s still how that system works.
The only other thing I found is this:
You will not earn experience if:
- Your character is level 20 and your World of Warcraft account has no game time. Add game time to continue leveling past 20.

From googling on the matter, this is a thread that talked about it, without any links to any statements from Blizzard, saying it does before the dragonflight thing that brought on my confusion on the matter.
It should be noted that the linked thread is over four years old, and may or may not reflect contemporaneous reality.
