How do you unlock demon hunters?

I boosted my warrior and never got the level 90 achievement can I still get the class without having to level up a new character?

I feel like I boosted my first toon on my alliance server (using the 100 boost available at the time) and was still able to create a DH on that server. So I don’t think boosting is a blocker for it. Perhaps throw in a ticket or post over on the Customer Support forums and see what the GMs say, that’s a very odd problem to have.
