I’ve been to the submit a ticket page but when I click on either the categories or description, it takes me to the same page with no option to submit the ticket. I’m trying to find out if a name is suitable before buying a name change. Thanks for any help.
Do you already have a character with a name that you want to report or just trying to get the name approved by a GM? They won’t help you with the second issue, they will just give you a link to the naming policy.
I would recommend that you do a search for the name and see if something comes up that might be inappropriate. Usually, if you have to ask if a name is ok, odds are that it is not.
I wanted to change my other evoker’s name to Blackwyng. At one point you couldn’t use “black” in names but they may have changed it. I created a character with that name to see if it tripped the censor but it allowed it. I just wanted to check before spending money on a name change.
Personally, I don’t see anything wrong with that name. But it is all up to Blizzard if they deem it inappropriate. Unfortunately, I don’t think you’ll get any confirmation from them, either with a ticket or on the forums.

You can always create it then self report it and let blizzard decide they tend to be more forgiving if its self report it mite cause issues on a RP realm but thats hypothetical.

Now, forewarning. You will likely get a templated response pointing you to other resources. That’s normal. When you get that, there should be a button to the tune of “I still need help.” Hit that and it will kick it into the queue for a GM to look over.
