I’m 67 now and I struggle to hold threat. My pally is ez mode. I thought once I got lacerate it would be better but it’s not much easier. I’m 67 and most of the time I’m running around taunting and stunning mobs that dps pulls off me.
Every tank gets much much much better. …much better
Keep leveling. Prepatch starts shortly. Go on and spam battlegrounds for 2 weeks and get full PvP set. S4 PvP set 5/5 is like 44k Honor. +like another 80k to get weapon and ALL off pieces.
If you do that, you won’t be replacing any of your gear until like level 75.
Keep an eye out on Auction House and grab yourself a glyph of maul.

I copied my bear over to the PTR. He’s level 70 in crappy quest blues and greens and he went from (in bear form) 9717 hp to 8134 unbuffed, armor went from 8921 to 7683, defense when from 389 to 379 and dodge went from 20 to 17%
So, in the gear I’m wearing, it’s an all-around massive decrease in survivability. I did not test out threat.
Do you find the same problems I’m having? Lower level was fine. Burning Crusade dungeons are just not fun. Most of the time I’m running around taunting and stunning mobs when taunt is on cd that dps has pulled off of me. Then I did heroic Underbog on my prot pally and I was chain pulling plus had a mage running ahead and pulling. I usually was holding 7 mobs at a time with no problem. It’s a night and day difference. I know salv plays a big part but It’s just not fun.
They’re bearable.
Its in fact a large INCREASE to survival.
You are looking at stats which is NO WHERE near the whole story.
First as soon as prepatch hits you get crit immune from talents alone so your defense droping means vary little. While all the defense items you are using you can remove and use those stat points elsewhere.
While we get additional DR % from talents which alone already add more survival than you lost. Armor scaling is completely changed so at the lower armor value you in fact have higher phyical damage % reduce vs same level targets, this is part of the reason bonus armor no longer scales by talents and bear form. Which in turn makes them unwanted vs just getting more stam in those spots ie rings and trinkets.
Yes your hp might of gone down but thats only till you redo your gear to match the changes in the same ilvl gear you in fact have much more health as no need to gear for basically anything but hp. While you can gear for threat your threat would of went up to approx 165% vs now in same gear this is a massive increase making threat gear rather “worthless” while without salv dps had there threat gen reduced to about the same level of having salv. As such in cases where dps would of not had salv your relative threat gen is over 2x higher. While in cases where dps would of had salv your about 65% higher threat gen.
Will note even agis value for bears is reduced to just under half vs before prepatch further making you want to shill stam.

EDIT: Ok, put the talents in. Everything seems better, unbuffed hps remain lower but everything else has increased.
Was your bear a Tauren?
Just survive for another week. Warrior/druid tanks stop being awful with wrath. To make life easier, you can do what Tes already suggested and farm for S4. With the wrath patch, that gear will be easily obtainable yet better than anything prior to sunwell. It’ll then last a while in northrend.

-That would be fine if dungeons only had single target pulls. But they don’t. Every fight in every dungeon is 3-5 mobs. Even against 3, spamming swipe will struggle to hold them. Paladin is the ONLY tank competent at holding groups in this game. While you can use CC, why would you want to if you could have a tank that doesn’t need any?
I ask because I know the Tauren health buff racial does take a big nerf in wrath it no longer increases total hp by a percentage, but will only increase base health by a percentage.
Which I think is fair. It was a bit op when combined with other effects that multiply stamina or hp
It’s always been that way, bears are skill based and paladins are afk. Pick your preference as this doesn’t change.
Do Paladins end their fight for aggro finally?
I have high skill though. I use all my abilities when needed. Even though I have a hard time holding aggro my runs are smooth because I do what needs to be done to make sure everyone survives.

While druids and warriors are objectively better in wrath be prepared to be judged in comparison to other tanks. Particularly pallies. I don’t say that to dissuade you from playing your bear at all. I have every intention to play my prot warrior. Just understand that some meta minded folks may pass you by

Well keep on keeping on, as others have said agro control becomes easier next expansion. I personally enjoyed the agro struggle and balancing out the meters to maintain that perfect balance. People usually called me out for trying hard (in a good way) and it made it enjoyable for me. Nobody remembers a paladin because they are one of many.
As far as aggro I think all tanks improve in this respect.
But even now pallies are pretty good at aggro our pally is really hard to pull off of
