They made the decision for 2 servers and let the exact same server be released in China with no such restrictions what-so-ever.
Just as it was made it can be just as easily unmade. Or the two server solution can be enacted, either way player agency should not be smashed because of a few bad actors that are going to continue to be bad actors regardless of the ban or not.

Player freedom isn’t allowing players to form nefarious loot bid systems with the main goal being how much gold they can earn.
The fact these same players sell the gold is proof you can’t allow players to have unlimited freedom.
