Progressing through the ally war campaign but when i got to Theres Alpacas Here ally quest I noticed its right where the horde world quest is. and no alpacas. maybe its causing a spawn rate issue?
You can do the aplaca quest then the war campaign see if that fixes it if not post in the bug forum.

I’ve seen a lot of people talking about this on Wowhead. Many have turned in tickets and bug reports so Blizzard is aware. Hopefully it’s something they can fix quickly. My ally druid is hanging out there where I logged off yesterday waiting for the horde wq to be over.
Can confirm that a bug report was submitted for this over the weekend. However, it would likely be that the world quest will have expired before a fix could be implemented. Doesn’t mean the report isn’t useful though! It’ll help them hopefully avoid this type of overlap in the future.
