Horde Wintergrasp NPC does not sell jewelcrafting designs as intended

Champion Ros’slai is intended to sell the following designs for marks of honor:

Design: Willful Monarch Topaz

Design: Lucent Monarch Topaz

Design: Resplendent Monarch Topaz

Design: Shattered Forest Emerald

Design: Turbid Forest Emerald

Design: Steady Forest Emerald

Design: Mysterious Twilight Opal

Design: Enigmatic Skyflare Diamond

Design: Forlorn Skyflare Diamond

Design: Impassive Skyflare Diamond

These do not appear for sale in his inventory. They do appear on the Alliance counterpart NPC which clearly indicates that this is a bug.

Same experience - JC designs sold by Wintergrasp vendors are not available for Horde. The unlearned designs state they are sold by Champion Ros’slai - yet when the Horde has control over the zone - the designs are not available for purchase.
