No quartermaster in EPL and the Outfitter in Org not allowing you to buy anything (says go to EPL) despite completing Under the Shadows and Shadow of Doom quests
Was bugged on PTR and reported and still broken
Also broken for me on Faerlina Horde.

the only way for horde to currently get it is through going into Stormwind and buying it hoping you don’t die from the lvl 75 guards while you do it
Broken on mankrik as well.
Broken on Mankrik. You shouldn’t have to resort to corpse running through the opposite faction’s capital city to buy event rewards.
they just posted that its hotfixed so try again. I havent looked

Just checked org and still not working
- True to their vocation, Argent Outfitters will now exchange Necrotic Runes for armor and other items in all Horde capital cities.
Pagle Horde. Checked all vendors in all the cities. None of them are selling.

Please TEST your hotfixes BEFORE you announce they are working.

Not working on skybreaker either. I completed both of the quests relating to the invasion mobs and still no option to buy from the vendor.
Also not up for Windseeker horde
I guess Blizzard is too busy catering to alliance?
This is still not fixed. Some horde are saying it works while for many it’s still bugged. Fix
I just checked again on Mankrik (hadnt checked since just after they said it was hotfixed) and it is working.
It does look like it is finally working now, wasn’t this morning.
