Horde Argent Quartermaster / Argent Outfitter Not Spawning?!

The Argent Outfitter or Quartermaster in Light’s Hope Chapel has not spawned. There is NO vendor in Orgrimmar. The only vendor is in Stormwind, meaning Horde cannot use the vendor without deathrunning through to try and grab whatever they want to buy before being killed.

When is this getting fixed??

Im assuming the vendor will show up when he’s supposed to (September 13th) . The zombies were ready, but not the quartermaster.
