It’s been reported before.

Holy Light animation bugged

When casting Holy Light the animation book no longer opens up in the hands but down between the knees. Happening on (male) Blood Elf, not sure about others races.

So no, you’re not the only ones. Hopefully the devs will fix this sometime during 8.3, although I haven’t heard if anyone has checked for this in PTR.
