Context is everything, because you see, high elves split from night elves too many centuries ago, and became their own people over time after they split away. It is a clear marker of when they stopped being night elves and became their own race and story.
The high elves? They do not possess such a thing.
The high elves that refused to leave the alliance were still a part of the rest of their brethren’s history.
Afterwards when the high elves became blood elves, those remnants have had their story intertwine with the blood elves. Their history is shared, they only sit on the opposite side of that history. Sort of like how the U.S. shares the history of the civil war even though the South was on the losing side. They still share history, just as the U.S. and England shared history.
Purpose of a void elf is to present a classic looking elf for the alliance with a twist by being purple.
A high elf being playable would take that classic looking elf, and completely get rid of the twist. It would make the implementation and design of void elves unnecessary and ironiclly enough, void of needing to exist.
Comparison to void elf and night elf is a flawed comparison.

The thing is, it doesn’t matter, because you can’t claim them as a different race, because *all the high elves and blood elves are from the same generation. So there is no way to claim they are a different race when they all came from silvermoon.

They still came from silvermoon. Were raised in silver moon. Trained in silvermoon. Were all friends with each other until after the fall of quel’thalas.
At the same time the high elves obeyed orders by returning to silver moon.
The blood elves are horde because the horde faction helped them to reclaim their lands. The high elves are killing them because, reasons?

90% of that number were blood elves.
10% of that were high elves.
Of that 10%, some converted back to blood elves according to the encyclopedia.
So its less than 10% that were high elves.
Furthermore, there were also fatalies amongst the high elves, which means they are even more vastly outnumbered.
It is a lot easier to reduce a population by 10% when the population is smaller by volume.
