There is already one direct example of this. The Pandaren Brewpack toy puts a keg of beer on your back for three minutes (with a 30-min cooldown so the Fun Detector Alarm Klaxon isn’t constantly going off). The code is there, it just needs new art.
Also, I often transmog the Girdle of Bound Agony (or one of its many clones) onto my characters because it has a few pouches and a utility knife on it - much more “adventurer” looking to me than any of the WWE belts.

just make a backpack xmog piece that goes into the cloak slot.
If they get backpack, I want a hemp messenger bag that I can adon with flair and buttons.

There’s even a backpack model already. It’s the parachute backpack model, used in some quests or at the start of Arathi Warfront and Seething Shore battleground. Turning that into a cloak transmog would be trivial.

What is it they do again? Besides answer idiotic threads with idiotic answers and making fools of themselves on social media? Seems like a department that could be cut to save money and I’m all for axing them if it means I get gear vendors back in the game.

Then Classic WoW will be perfect for you.
A parachute isn’t a backpack. And it’s still ugly and would look ridiculous as a permanent transmog in a game like WoW. Maybe Call of Duty would be a better fit for all the backpack people.
Except I am pretty sure one of the art people could whip up a backpack graphic in a couple hours of doodle time and the item team could name it something appropriate. It might have all sorts of clipping issues with weapons worn on the back, but so do the existing cloaks really.
