Hero's Call: Twilight Highlands! and Twilight Shores quest

I’m level 120 and I can’t seem to find the quest that will help make the FP in Highbank on Twillight Highlands available. There are orcs npcs fighting allies.

I picked up Hero’s Call: Twilight Highlands! and when I finish it it inform me “That I don’t meet requirements for that quest”.

I did some Vashr water quests, but never finish them all.

Any more insight and help would be appreciated.

You don’t meet requirements for which quest, Shimizu? The Hero’s Call quest should have directed you to Stormwind Keep. King Varian Wrynn used to offer “My Son, the Prince”, but it’s a little funky now considering your place in the timeline.

I believe you’ll need to speak with Grand Admiral Jes-Tereth for “Twilight Shores”
She should be in front of your character now. Do you see the quest?

You shouldn’t need to complete Vashj’ir, but you can go back if you wanted. The last quest you did was “The Abyssal Ride”, you’d need “Good Deed Left Undone” next.
