Looks like you cannot trade in heroic tier tokens without having the normal piece first.
My raid team likely isn’t doing normal at all on the tier bosses. Can this be changed? Otherwise we’re gonna get a bunch of tokens we cannot use & have to save valor exclusively for normal tier for like a month. That feels pretty bad.
That’s what valor is used for, yes.
Remember that you can only do Normal or Heroic, you can’t swap back and forth like with ToGC and ICC

Yeah true, but you need 4 weeks of valor to buy all the tier.
They need to just drop the requirement of needing normal to buy heroic.

Couldn’t you get normal tier from 10 man and upgrade it with tokens from 25m?

Incorrect. Every lock out is per boss, both for difficulty and raid size. You can only do each boss once per week, though, on any combination of those 2.
