My guild leader has not been on for over 6 years and the officers for nearly a year. Unfortunately, the GM set the level of basic members well below what can be used to take control of the guild. Only a few of us remain playing and there is no way to steer or control the guild. I would like someone from blizzard to allow me to take control of the guild and restructure is ranks. The server is Hydraxis and the guild is Pixel Perfect. Thank you!
Sorry to say, if the guild leader set up a guild in a way for folks in a given rank to not be able to dethrone them, then Blizzard is gonna respect their choice on the matter.

If that’s the case then the 3 of us that log in and play are playing in the husk of a dead guild. 
That may be the case, The three of you can go and make a new guild though.

That happens and, as far as the developers are concerned, an unfortunate but acceptable outcome.
The guild belongs to the guildmaster, even if they’re absent, and if they made no accomodations for succession it will remain so.

Ah, Hydraxis. I originated there way back when.
As others above me have already stated, there sadly is not anything that Blizzard will do. The Guild Leader owns the guild. They made the conscious decision to put people in their respective ranks and secure their leadership. The ONLY thing that Blizzard may step in for, is the case where the original guild leader who created the guild was dethroned and now they want it back. Past that, you do not have any recourse, unless you’ve got some way to get up with the GM or one of the officers (such as Discord) and ask them to pass you the lead or some such.
I am sorry there isn’t better news for you. I do wish you and the other handful of folks luck whether you remain or choose another guild in time.
