Hellscream's Razor dagger heirloom can't be upgraded?

I saw something about this on another post, very recently (within the timeframe of Remix being live)

I found this while searching for it.

Upgrading Hellscream heirlooms

Those items were designed to take players from level 90 to level 100. After the level squish, they were 1-39, then the next upgrade go to 44, then 49 or 50. Interestingly, the Wowhead link shows no change from level 2 to 3. Anyway, these items are designed to be upgraded three times. Look at it this way: since they start at 39, they essentially start with two upgrades.

I am going to keep digging.

You can’t upgrade them on a max level toon. It’s weird as heck. I picked up the axe for one of my alts, bought scabbards, but couldn’t use them until I logged over to a level 39 warrior.

Seems it’s the same solution that was offered in 2022.
