Edit: I just rejoined WoW so this is basically one of my only characters at the moment other than old low levels due to the “great shrinkening” I was told about. They were on dead realms so I just removed them.
Ohh geesh. Okay yeah I thought they were. My bad, I’m sorry! I thought it was you so the fact that it was 5/6 on one character but not another on your account.
Yeah I would really be perplexed at that point. Suppose I could make an alt and try to upgrade on the alt to see if it does the same? If it does work then this character may be bugged some how but if it doesn’t work on them then some thing is bugged on my heirlooms then.
Yeah worth a shot to see if that works.
Again I’m so sorry for the confusion. One of those instances where a universal posting name would be super helpful to avoid confusion!

I just want to make sure, since I didn’t see this question answered.
What item are you using to try to upgrade the 1/6 Charmed Ancient Bone Bow? It should be the Timeworn Heirloom Scabbard. I see a bunch of the Timeworn Heirloom Armor Casings that were used recently, but I’m not seeing any Scabbards.

I am unable to use scabbards to upgrade some of my weapons…wai’ a minute! I still go’ yer fruit from Ironforge ye never picked up! Also tha’ Gnome ran off with me quest reward!
On to the topic at hand though. Some of my weapons (and armors) are not upgrading despite me purchasing the right tier of upgrades to use on them. It keeps saying they’re ineligible and not highlighting when I click to use the scabbard / armor plates. I know some of these I purchased back in WotLK with the tokens / valor points so I don’t know if that’s what is causing the issue or if it’s when I did a few upgrades when I briefly played BFA and did a few upgrades to them.
Regardless I’ve tried using the tier before, after (the tier that’s needed to get it to go up I mean) and even higher just to see if it would work on the item and no bingo. Nothing has worked and I’ve no clue why. I’m not sure if my character is bugged, the items (heirlooms) are bugged or some thing else entirely. I’ve also made sure addons are up to date, turned off (tried that too) and such and nothing is working.
It’s like the leveling Blizzard employees have told me “thou shalt have no alts”, “nor heirlooms of max level” and “no fruit from Ironforge”…errrr I mean…
Any ways I hope you can help or if I need to make a ticket I can do that and wait. Just be a bummer to miss out on TW leveling this week but life goes on.

Is very odd that the Timeworn Heirloom Scabbard would not work.
Where are you purchasing your heirloom upgrades?

There’s this Murloc in a trenchcoat in the Tram area. That’s where I’m supposed to go right? (Just teasing but that would be funny)
I talk to the guy in Ironforge inside of the Explorer’s place where they sell the maps, toys, heirlooms (except guild pants / helms / cloaks) and stuff.

Which scabbard are you using? As I mentioned, I don’t show that you had the appropriate Scabbard. I see a bunch of Awakened (from 60-70), a Weathered (from 40-45) and a Battle-Hardened Scabbard (45-50).
Did you have Timeworn Heirloom Scabbards on a different character? I went through a few and only found the ones I listed.

I bought the level 35 and 40 one to try but when it didn’t work I refunded it so I wasn’t stuck wasting gold.
Edit: This was a few days back before I made my post. I’m not sure if you can see where I refunded the items too or not.
If it’s not letting you upgrade heirlooms, you aren’t using the correct items. There are like 12 different upgrade items, each for a different type (armor/weapon) and level range. Off-hand items and shields count as armor, not weapons. I have never seen or even heard of any bugs with this system since it was first implemented.
You need to make sure you’re using the correct type (scabbard for weapon, casing for armor), and the one that matches the level range you’re trying to upgrade to.
If you post the exact item you’re trying to upgrade, along with the current upgrade level (0/6, 1/6, 2/6, etc) we can tell you which specific item you need.

Looking at this character, I don’t see any Timeworn Heirloom Scabbards being purchased. From the 26th until now I can see 5 Awakened Heirloom Scabbards purchased, 4 were used and 1 refunded.
The only Timeworn item I see purchased is the Armor Casings. 5 purchased, 4 of them used and 1 refunded.
I took a look at before the 26th, just in case, and there aren’t any Timeworn Scabbards purchased then either, all the way back to the 22nd. Just Weathered, Battle-Hardened for the scabbards and Ancient, Timeworn, Weathered, Awakened, Eternal and Battle-Hardened for the Armor Casing.
You might want to return to the vendor and pick up the Timeworn Heirloom Scabbard and give that a try.

Seems like it’s working now. Maybe I misread the description and thought I had the right one for the right level upgrade. I don’t know. I’m going to just go put on the dunce hat and exile myself now.

At the cost of looking like a fool. Some mage I am. Arcane Intellect didn’t even help me out. I’m like an Ogre thinking I’m a mage and the only spell I can do is “Cast Iron” while I smack people with a frying pan.
