For some reason my heirlooms say ilvl 1… this makes it very hard to get high enough item level for dungeons…

Not a bug, thats how heirlooms were.
Once you hit 80, it’s better to buy greens from the AH so you can get into dungeons.

Yeah this, you don’t have to equip them, just have them in your bags.

ah i can still get in dungeons without the item level from wearing them?

Just don’t do what I did and accidently vendor the pieces that were covering those slots, made getting into the 3 dungeons that drop 333 a bit difficult.

The item level of 1 seems to be so you can’t enchant them.
for cata 80 t0 85…just run cloak and helm one. The others don’t upgrade past 80 anyway. helm and cloak go to 85 while still saying 1 ilevel.
they will clear ilevel needs for dungeon. I did on several chars with greens then blues from runs.
As Ivixia said, it’s related to enchantments. Otherwise you could equip an heirloom on your main, give it end game level enchants, and then mail it to a low level alt.
The big villain here is tanking enchants which would be used on twinks in low level BGs to hold battlegrounds hostage.
