I haven’t played this char much but just started again, I noticed I have Nazjatar unlocked and just started working on my cloak questline.
On my other characters I noticed that my hoa upgraded to level 50 after a short few quests in Nazj but on this char its still at 40. How do I get this fixed? looks like it might be a bug?
Try going to the chamber of the heart.
Thanks I tried that but no quests are being given, like I said though I even have quests started for the cloak but I really dont want to go through that with heart level 40 
Go back to Naz’jar (however it’s spelled) and and see if the diamond dwarf is there, he sends you to the Heart and unlocks stuff.
I may be remembering incorrectly, but you need to advance the Nazjatar questline far enough to unlock the daily quests and have Magni show up to direct you back to the Chamber. Maybe you stopped too early on that alt.
I’ve already unlocked the daily and world quests in Nazjatar. 
but magni the diamond guy doesn’t have any quests for me, I also have the first essence and there is where I think they neck gets upgraded in that quest line argghh
The upgrade to your Heart of Azeroth happens when you unlock essences for it in the questline from Magni, after opening Nazjatar. Back when the Azerite essences quest first came out, it boosted the Heart of Azeroth to level 35, though in later patches it was upgraded to boost it to level 50.
If you’ve already got essences unlocked on that character, it’s likely she did the quest back when it was at level 35 for the boost.
Hmmm, true. I really haven’t paid attention to my various alts Heart levels, so I can’t remember what level you come out of Nazjatar now.
I do remember doing the boost for 35 too but this was before the 8.3 patch where it boosts to 50. All my other characters had no problems except this one
If you unlocked the essences before 8.3, then your Heart of Azeroth got boosted to level 35… if you unlocked them after 8.3, it would be boosted to 50. 8.3 didn’t retroactively boost people who unlocked essences before that patch.
Same thing happened to some of my alts that I unlocked essences early on and then proceeded to not do anything with:

No bug - it’s just not retroactive. The boost is basically to help get your character up to speed if you just hit 120 and are unlocking everything. Before 8.3, level 35 was a good baseline to get up to speed, and if you didn’t access the character much after then (like our characters), then they wouldn’t be quite on par with the new 8.3 stuff.
Fortunately, you should be able to level up Vessae’s Heart of Azeroth pretty quickly if you want to - with the Azerite amounts required, you don’t need too much to gain a lot of levels.
