the 25 man pug scene got hit hard by sod. now it feels like there is no chance because its hard to wrangle even 25 people together. even if you bribe them.

Sounds like you need to play on a higher pop server.
then it is good that you only need 24 other people and not 25 
If you arnt raiding 25 you don’t need a wep than 10 man was not balanced around.
If you want shadowmourn do the content for it.
You not being able to get people is a your problem thing. It’s not a blizzard should change the loot rules for you thing.

Maybe when ruby sanctum will be out.
They never did it for val and you think there going to for shadowmourn. While yes mabye it’s more likly not going to happen and shouldent happen. The most they would likly do is make it easier to obtain from 25 but given that has already happened no reason to go further.
The whole point of 25 man having a higher diff is it has better loot. This changes in cata but till than there is clear reason on why 25 has better loot including the only source of legos and such a fundamental part of wrath raiding should not change.
They didn’t do it with val shards so they won’t with this. Stop making legendaries common

Hey its working for most of the GDKP leaders around lol.
Most GDKP groups have consistent rosters/buyers so it’s a lot easier to get those shards you’re looking for vs fighting for people each week and hoping you clear past Festergut/Rotface.
so your solution is to hurt 25man incentives MORE?
I would just like to see primordial saronites in N 10 man, if you can buy them off a vendor for gamma runs theres no reason not to have a small chance in the N raid to get some.
You do have a small chance to get them in 10 man normal. They drop in 10 and any raid able to clear 10 man normal is doing heroic gunship as such they are on your loot table as a small chance exactly what your asking for. In fact if your clearing normal marrow your clearing heroic gun there comparable on diff.
