I saw HoJ on my second BRD run.
I told my old guild I wanted to go ret from holy and they said to get pre-BiS. So I ran BRD twice with a friend and got HoJ. I feel your pain.
HOJ dropped on my 48th and 49th runs.
SGC took well over 200 attempts (possibly 300 but I stopped counting at 200). Saw Gorosh over 40 times.
OP, you’re just that rare person that takes 100+ tries to get HOJ. It has to happen to somebody given the 3-4% drop rate.
Honestly, it’s basically the same as all those guilds that haven’t seen any bindings drop between 2 raid groups; their odds are probably similar to yours OP.
I got it on my first run ever back in 2006. Not sure I’ve ever seen it drop since…
I got it on my first run at lvl 52…
My first warrior was 127. My second warrior was 2.
It sucks
My wife got SGC on her first BRD run to just to get her MC attuned. I got my HoJ in 12.
Random loot is random.
HS canceling is a meme, it has been shown over and over and over it is not worth the .01% DPS increase that it is, because 1 mistake can cause you to lose massive amounts of DPS.

Is HS Toggling Worth it?
No. The estimated benefit from toggling HS in simulations is less than a 1% DPS upgrade without world buffs and less than a 0.1% DPS upgrade with. It is not worth the risk of accidently wasting your rage and delaying your next Bloodthirst if you don’t unqueue HS at the right time or if a WF/HoJ proc catches you off guard. There are much more important things you should think about during an encounter that will benefit your damage output.

Why does BHB sim better than HoJ?
Now that Diamond Flask is in the game, on many fights we have to choose between BHB and HoJ, and it’s not always a clear choice. HoJ procs are subject to batching, which makes the trinket worse than many used to think. Based on the amount of world buffs you are using, notably Dragonslayer and Songflower, you are very likely to reach the white crit cap and as a result HoJ will have more value than BHB, while below the white crit cap BHB wins out in most situations.
The rating for drops is an independent chance, its not as if an item has a 20% chance then you’ll certainly be getting it within 5 attempts. I see a lot of people misinterpreting the chances of loot, the item ordinarily has a low drop rate, therefore it’ll be a while before you see it drop due to the RNG algorithm that is set to the game.
I got really lucky on my rogue and won it the first time I saw it on that toon.

The math has been done over and over, the sims have been done over and over, making a macro to cancel your heroic strikes to try and get that extra damage from offhand swings not missing, is not worth it and a tiny damage increase over proper play. I even gave you the quote from the Fight Club discord and they are a really good authority on how warriors play.
Proper play being, pushing heroic strike to prevent rage capping yourself and not pushing heroic strike at all when you are low rage.
Maybe you do not know what heroic strike canceling is and why it is a problem, Ill explain.
Heroic strike canceling is making a macro to cancel your heroic strikes before your swing timer for your main hand finishes, so you get the increased hit for your offhand swing. It sounds great on paper, however in practice, you mess it up, due to human error and changing swing times via flurry, batching, and latency, and you end up having heroic strike hit the boss and now you are rage starved, and cant bloodthirst until your swings connect again, then if you have a dodge or miss and get no rage, you are still sitting there, with no rage, completely screwed, waiting for enough rage to restart your rotation. Now whirlwind and bloodthirst are siting there, off cooldown and you do not have enough rage to do ether.
That is why heroic strike canceling is bad and you should just play properly. Using heroic strike as a rage dump.
It’s not worth it? What do you mean? It’s free DPS for something very, VERY easy to do. Queue Heroic Strike. Have rage leftover? Let it go through. Don’t have enough rage? Cancel it.
No, that’s why YOU are bad. Just because you can’t do it doesn’t mean it isn’t an obvious DPS increase.

I can understand your frustration. I’m currently 459 runs deep into Stratholme UD without having seen Deathcharger make a single appearance. One day, maybe!
I had to solo it, took 86 runs for me to finally get it.
My rogue wasn’t level 60, I was running BRD to exp. Had to be one of my first few runs. HoJ dropped, I immediately knew I needed it and the tank did not. The paladin healer chimed in he might need it for his off spec. Lol facepalm.
Luckily the mage in my group stood up for me quickly saying a rogue needs HoJ much much more than a healing paladin lol. And the paladin passed on HoJ so I won uncontested on the roll.

Yeah the drop rate is bad, really bad and honestly man I think the trinket while great is probly over rated. I would not worry too much over it.
Tell you what, Ill go with what the fight club discord says, and just play normally. I guess they are “bad” also.

HoJ was nerfed a few months into Classic, it now has a tendency to eat autoattacks.
Only if you don’t cancel it. If you cancel it the main hand will miss as normal. What you are preventing with queueing/releasing HS is offhand misses, only.
And hit over the soft cap (6% at 305 weapon skill) is actually pretty valuable once you’re in execute range.
