Hello,
I’m trying to unlock Argus with this character, and the Hand of Fate quest that Khadgar should give me is not there. I’ve already completed all the prerequisites according to WoW Head. I’ve already done the quest multiple times with other characters, so I don’t believe I am missing a step. In fact, I recently unlocked it with a new character without any problems.
Someone mentioned that restarting the Legion introduction scenario fixes it, but I cannot do that either, because while doing the “To be Prepared” quest, the game puts me in the wrong phase, and prevents me from interacting with any of the quest objectives because they are not there.
Is there anything I can do?

I know you said you did all the pre-requisites, but double checking would be my advice. Make sure you talked to Khadgar to unlock world quests and also unlock broken shore by talking to Khadgar near the flight point in Dalaran. After I did those two things, it unlocked the Argus line for me.
Another thing to try is relogging, sometimes the game gets stuck in advancing progress like this.

I appreciate your advice, but considering I’ve already unlocked my Class Hall mount with this character, Broken Shore is already unlocked (since it’s a requirement to get it). The World Quests are also available since I can see the emissaries and I have the whistle.
I recently unlocked the quest with my warlock with no problems, so I’m pretty sure I’m doing the exact same things this time around…
Hmmm. That is weird. Perhaps you already picked it up when doing the other quests and it is sitting in your quest log already?

It’s not, unfortunately, but I wish that was the case. It would make it a lot easier to fix, haha. I appreciate you taking the time to help me out though.
Just did a little searching, and a suggestion that came up is check with Khadgar in the Violet CItadel. And also check with Lady Liadrin near the docks just east of Orgrimmar. Otherwise, I think I am out of ideas, and a GM may need to intervene to help.

Thank you, talking to Lady Liadrin helped. I must have abandoned the quest before unlocking the Dalaran beacon to The Vindicaar at some point. I appreciate it!
