Not entirely true.
Blood dk loves haste and mastery, if an item has crit, it is basically a dead stat on that item for tanking. As is resilience. So if an item is crit+res, the dk is basically getting no tank benefit secondary stats and even after reforge its very small amount of preferred stats.
