My Guild Reputation is showing as Neutral, and I am not gaining any reputation with my guild from anything. I was previously Exalted with the guild.
I keep trying to navigate the ticket wizard to open a ticket but I cannot get it to let me open a ticket.
Have you done a UI reset as outlined in the article to rule out a display issue?
Chances seem quite likely, particularly where you aren’t seeing any gains from your activity. Your armory is also presently reflecting exalted status as of this post.
I just did that and no luck.
Your best bet then would be to report it as a bug using the in-game bug report feature or by posting in the Bug Report forum.
Unfortunately, guild rep is not typically something that a GM can adjust in any way, which is why you’re not finding an option to open a ticket for it.

Looking at your character on the WOW website’s character search, you are exalted with your guild. So it’s probably a display issue.
have they changed the ticketing system alot? I havent opened a ticket in over 10 years but it seems now like they only take tickets for very specific things. I remember when you could submit a ticket for whatever reason you wanted and GM’s even interacted in game with you… in fact I don’t remember the last time i saw a GM interacted in the world, prolly been over 10 years honestly. Do GMS still exist in game?
The problem with open-ended ticketing systems is that everyone just puts the ticket in the same category. Modern ticketing systems try to route cases to the correct people.
Sometimes (sometimes is doing heavy-lifting here, given we have millions of players) the categories aren’t quite right, so you need to get a little creative. 
Gms rarely talk imgame unless they need more info. They had to triage the ticket system so players that needed help with stuff they could actualy help with then issues they couldnt.
