I’m unable to initiate guild master realm transfer for a small guild. I’m not sure what has changed.
Where are you trying to initiate it and what errors are you getting?

I actually first went to the Bilzz web site with no luck the went thru the app & also tried from character screen & in-game shop…nothing worked
Your first instinct was correct, yes; here on the website is where you initiate them. But what errors are you getting when trying to do it? I’m able to get through and choose the options just fine.
I received no errors
How far through the process are you able to get before you stall?
It never started…& I was definitely not in game when i was at the site. I’ve done this before & never had an issue.
Is this behavior consistent across multiple browsers?

Chrome? I’ve heard some reports lately that claim Chrome hasn’t been properly cooperating with certain Shop functions.
Try with Firefox or Microsoft Edge, see if it continues. Or Opera, if possible. That’s the browser I use and tested earlier with.

Have you cleared your browsers cache/history and tried? Have you used other browsers IE Firefox, Chrome, Edge?
When asked a question its best to describe in detail what you are talking about. We cannot see what is happening on your screen so the more details you give the better we can reconstruct in our mind what is going on.
At what point in the process on the Webpage do you run into an issue? When you hit start? And when this happens what are you seeing on your screen or webpage?

It told me to log out and visit the SHOP link on the character sheet. That worked for me.
Page where you choose your character to log in. bottom left… Shop, Addons, Menu.
