That’s because they associated “player agency” with punishment rather than choice.
The player-bases response in Shadowlands communicated to them that players want flexibility of choice with their agency, not punishment. Especially when WoW such a great game across various content-types and each class offers you various specs.
Remember- Blizzard has gone on the record saying they acknowledge this and have taken a different approach to game design for Dragonflight, much of which has already started this tier with things like the Creation catalyst, the raid upgrade tokens, and dinar.

So you just proved my point that pugging isn’t optimal, nor is it ridiculous to say don’t pug. It might be a bad fit for some people, but I’d hardly say it’s a ridiculous solution as it’s one that works for many people, myself included.
Although I am with you and many others on having different options for loot available to groups.
I can say with some authority as a recruitment officer that most raid leads don’t get to be choosy when it comes to your roster. Especially mythic when you 100% have to have at least twenty people ready, willing, geared, somewhat competent, and who show up consistently.
As to need/greed vs. personal loot, it’s all RNG anyway. There would be times I would clear a raid for the week and get no loot at all with personal loot. It’s gonna happen regardless of having personal loot or need/greed.
Except it’s not really another layer. It’s a different layer. RNG is RNG, no matter what name you call it. It’s the same amount of drops for the same amount of people. Until you can prove that your statical chances of getting loot are less than that of personal loot, this is just conjecture. I may be wrong, but I have a feeling that this “competition” you speak of is all in your head, at least statistically.

So if you’re talking about servers based on certain regions, I’m on the east coast.
They should 100% just keep personal loot and increase the drops instead of returning to what we had.
I don’t like arguing about loot. I don’t think it’s necessary or a fun part of the game. If
I get a pop up I’m not even looking. I’m hitting need.
They said one of the design goals was to discourage armor/weapon class stacking. That is what they are targeting. But that hurts certain comps. Literally addressing an issue very few people participate in, which is hurting average play.
They need to ask why do people class/weapon stack - because rng sucks in this game and loots drop to sparsely. It’s a blizzard created issue that they aren’t addressing.
There design goal also doesn’t the opposite. It encourages you not having the same class type if you are making the group. So you are replacing one issue with another. And just making it harder for groups to be made since you probably don’t want anyone like you if you are gearing. If I play my shaman, the less evokers, hunters, and shamans in the group the better for me to get an armor upgrade since the extra layer of rng which is team comp competition is there and that can be manipulated by making the team comp yourself. In pug environments that can cause you to be picky with who you bring. A paladin may not want dks or warriors in there group. A rogue probably doesn’t want to invite monks, druids, or demonhunters.
It isn’t a nice way to design the game to counter the problems a few people in the hardcore scene do.

This is why group loot is an issue… people like this are allowed to exist. This is the type of person who should be permabanned instantly… even if GL never comes back… it’s that player mentality that is a plague on any type of multiplayer game.
Unfortunately you can’t get rid of everyone like this. There’s more born every minute.
Lol, sadly you’re right. I wish there was away that once people like this are found, they’re tracked and never allowed to purchase, play or even watch any multiplayer games. I know that’s a lot but I think it’d make for a better experience.
Personally, I’d go for something a bit more subtle (and mean). Instead of banning them the system would match obnoxious players with other obnoxious players. That way all the well behaved players can do their own thing while the obnoxious ones are all trapped together in a self-inflicted hell.
A taste of their own medicine? Hmmm… could get behind that, I was a bit extreme, I was adressing any and all multiplayer games lol
