Why is it this particular piece of Season 14 gear not available anymore ? or if there is someplace to get it so i can finally complete one of my favorite gear sets…

Judging from a comment about it on WoWhead, you’ll want to submit a suggestion in the PvP forums or via the in-game suggestion feature if you’d like to see it returned to the vendor in Pandaria.
