that’s not at all clear. what he most likely meant is that it’s possible you might get falsely banned even if you’re not using software, so if you want to be completely sure you never get in trouble, don’t take a chance.
An under-informed GM that clearly doesn’t understand how hardware solutions for multiboxing work does not supersede the official policy.
Also, your single input via keyboard and mouse use software.
Computer hardware does not generally do much without software besides consume electricity.

Software that does that is banned, Multiboxing is still allowed including using hardware.
Playing more than one character at the same time is multiboxing, by definition, and multiboxing is not bannable. So far the only change to the original TOS that permits multiboxing is that using input broadcasting software to mirror keystrokes will be actionable. There is no mention of hardware solutions or of just opening multiple clients at once and putting them on follow to a lead.
P.S. The far bigger problem at the moment is the bots that are being used for leveling and farming. So far I’ve reported 5 and all 5 accounts have been actioned.

If you open 2 instances of wow you are multiboxing. Some people like to throw extra stipulations in there like “you have to be using software” but software isn’t required.
More than 1 client = multiboxing.

As it says, multiboxing is not against the rules because it’s defined as “multiple world of warcraft accounts at once” and not “using software to control multiple world of warcraft accounts”. This is why they can ban the software and still allow multiboxing but some people think you need to use software to multibox which is false.
