I don’t know where you’re getting your information, but it’s wrong.
It is, in fact, new and unique for this test. No other beta test has ever required a sub. (The closest Blizzard has ever come to this was the year-sub for beta access to Diablo 3, which was a bonus and not a requirement.)
That is coming from direct copy/pastes from my invitations for those betas. It is what Blizzard sent out. Unless you’re saying my e-mails on Gmail have been hacked and edited by somebody else?
I’ve already copied it twice into this forum in the past day, I can copy paste again if you want?

And for those who want to whine about active subscriptions being required:
Be prepared to enter your World of Warcraft account name, password, and the account-upgrade key listed below. To participate in the beta test immediately, the retail World of Warcraft account that you’d like to use for beta testing must be active as of October 8, 2006 . If the account is activated sometime after October 8, it will be ready for use in the beta test after the subsequent weekly beta maintenance period, which occurs every Monday between 12pm and 4pm PDT . For example, if you activate the account today, you will be able to start playing the closed beta on the following Monday after 4pm PDT.

The Mists of Pandaria’s beta invite does not have that disclaimer, and based on prior forum discussions I’m sure my BfA invite also didn’t require it.
