I know this is against the TOS but is there a way to do it anyhow? Like through Blizzard so I don’t get banned? I have a friend who is never going to play again and they wanted to give me their account that I could then merge with mine. Are there ever any exceptions to this being a no-no?

No, it’s against ToS and Blizzard has never made an exception to transfer an account to a friend.
The only time I’ve ever known of Blizzard transferring ownership is if a parent transfers an account that was made for a minor child or if someone has passed and their next of kin supplied proper documentation.
The answer is no. Period. Blizzard does not allow the transfer of accounts from one person to another.
The one exception is death and it would go to a family member who has the right legal documentation. A parent can also make an account for a minor child and have it put in their name when the minor is an adult. Also with proper legal documentation proving the relationship.

Without legally recognized documentation, or a couple of specific circumstances being present, accounts can’t now be re-assigned to other names.
Gifting an account is not one of those circumstances. It’s too close to being used to sell an illegally obtained account.

No, not really, Fobnop. As Mirasol mentioned, outside of family members, like a parent or legal guardian allowing their child/ward to take over the account when they turn 18, we don’t really have a means to transfer ownership.
