A small goal aka a step goal aka a step is not your goal
The meaning is you reach one goal you move onto the next. First goal being pre raid bis next goal is Bis phase…
So join one that dose not do so.
It is your call where to join but none the less that is the stated goal of classic to maximize socail interaction and that dose means guilds and freinds.
If your first goal was to reach pre raid bis would wouldent skip to badge gear where possible. No one goes for pre raid bis now days they skip it as much as possible. Getting it where it makes sense only. As such not a goal it is a step towards toward your goal.
Pre raid bis has changed. The badge gear is now part of pre raid bis.
Example for a rogue:
Jorachs belt which you bought with heroic dungron badges was phase 1 pre raid bis.
Depending on def used. Pre raid bis more often than not means the lists marked as such on bis websites. Or wow.gg which marks pre raid as not including any gear not able to be gotten pre the opening of naxx. You can see there lists there.
Even if using the logic of pre raid is any gear without going into a raid that wouldent be accurate either to say that’s your goal as freash toons will be going to naxx 10/25 to get more gear they don’t aim for pre raid they aim to catch up as there goal. Pre raid gear is only a step on the way to that goal.
Jorach belt for assassination which you bought with badges was pre raid bis.

Regardless dosent change point. You are not aiming for pre raid bis you are aiming to catch up as your goal.
No one in there right mind dose not go into naxx to get more gear when using a fresh toon. Pre raid bis is only a step to your goal of catching up.

Saying for you it’s a goal can be true but it is not the goal of fresh toons which was the topic at hand.
For my fresh toons it was. Then I created a new bis list for the raid.
Go join a raiding guild , go run other stuff, lord… The beggars can’t be choosers. Stop whining.
As said saying for your fresh toon that can be true as you set your own goals.
The statment made above thou was not you setting your own goals it was a broad statment of the goal of fresh toons. Which no getting preraid is not the goal of a fresh toon people make toons to use them and as such to catch up.
Few crazy people aim for full preraid bis before trying to raid with their toons to get more gear which is easy to get. There goal is only yo catch up.
Raiding guild will not take you raiding in leveling greens 2500. And few guilds will run you through enough heroic plus raids just to gear you up. Maybe if your a needed class like tank or healer.
Which, regardless of stance on RDF, was a main reason they did not want to add the feature. They didn’t want to split people into different avenues for dungeon grouping. A plan that has now backfired since their refusal to differentiate Heroics from Herioc+ in the LFG. Makes looking for normal heroics more of a pain then it should be if you don’t have immediate access to a friend or guild group.
“buy an authenticator” being the only option currently to be able to post a note saying what type of heroic you wanna group for is a bad look imo.
Raiding guilds will take you raiding in full greens I did that just last week to get to 3800 fast joined the guild naxx run as there is always open slots and took the spare gear.
Your idea of a goal is different to my idea. Both are valid.
it is to emblems to buy conquest gear with. and yea 2800 gs is Normal or regular H level. 3500 and you can do H+ with other people in your gear range and maybe sometimes get a 4k+ into your group or get in a high level group. 213ilvl gear from bosses and new 200 lvl gear. H+ requires actual awareness of game mechanics vs mindless killing. it challenging w/o being impossible.
Heroic+ sounded awesome, but then in practice it was just un-fun. The difficulty needs to be reduced and the reward needs to be increased, too.
Which is pretty much everyone who has played M+ in retail knew would happen.
