Icecrown Citadel. She shows up after you kill Arthas.

She’s way back on the ground floor. I usually hearth out by then so I never saw her either.
Worked out nice. Before this I had been wondering how to sneak Elmer into Undercity for the selfie 
“After I kill Arthas, I am stuck way up on top. How do you get back down to her?”
There’s a portal you can take that drops you by the vendors. She’s just standing there off to the left behind the other NPCs.
“I have killed him MANY times. NEVER saw any portal.”
I just took the long way m’self and flew back after hearthing out.
I’m the only one in the universe without Invincible, so I’ll take another look
