Garrison Building Won't Upgrade - Says I Don't Have Blueprints / Plans

The bug still exists in April of 2024. I flew away from the garrison to the water at the south end of the Spires of Arak and back, and that fixed it. The flying was pretty quick as I was on my dragon-riding mount.

Another solution is to fly out of the garrison and head a decent distance away. (enemy outpost for either faction Ogre ruins for ally, Orc skeleton stronghold for horde.) Then fly back. That usually fixes it.

This fixed it for me. Thanks! Crazy how this is still a bug.

Here are the steps that finally did work:

1. Change language.
2. Exit game and restart.
3. Change language back.
4. Exit game and restart, but log in to a different character.
5. Log out of that character.
6. Log in as original character.

This totally worked for me and cleared it up. I didn’t like that I had to download 4gb of stuff to add to my hard drive by switching to another language just to fix this. I don’t know how I can delete what I just downloaded for a different language.

January 2025 you can just fly to the edge of the zone and fly back. Should let you upgrade after doing that.
